Swiss alternative to ChatGPT for public administrations
Deeplink is a sovereign artificial intelligence platform for Swiss public administrations that cannot entrust their data to a foreign provider. Unlike ChatGPT, Copilot or Gemini, which are operated by US companies on servers subject to the CLOUD Act, Deeplink processes and hosts all data in Switzerland, under Swiss law only.
Deeplink serves more than 40 organisations, including the Canton of Vaud, the City of Morges, the Morges Regional Police, Lausanne Public Transport (TL) and Lausanne Industrial Services (SIL).
Why a public administration cannot use ChatGPT
A public administration handles citizens’ data, personal files and documents covered by official secrecy. Consumer AI tools raise three legal obstacles.
- The US CLOUD Act. Passed in 2018, it allows US authorities to require any company subject to US law to hand over the data it holds, regardless of where that data is stored. Hosting in Europe does not remove this exposure when the provider is a US company.
- Transfer to a third country. Under the Federal Act on Data Protection (FADP, revised on 1 September 2023), sending personal data to a provider based in a country without an adequate level of protection is a transfer to a third country, which requires specific safeguards.
- Training on submitted data. Consumer providers generally reserve the right to use submitted content to improve their models, unless an enterprise plan is purchased and default settings are changed.

Which deployment models for a public administration
Deeplink offers four deployment models, from shared cloud in Switzerland to installation in the client’s own data centre.
Standard
Enjoy a secure, compliant Swiss environment without having to manage any resources. Computing power and infrastructure are shared among customers.
🟡 IA: Model 14B and GPU L4
🟡 Infrastructure : Multitenancy
🟡 Platform : Multitenancy
Managed by Deeplink
Performance
Enjoy the same benefits as the Standard plan, with more powerful infrastructure and a more efficient model.
🟣 IA: Model 100B and GPU RTX6000 PRO
🟡 Infrastructure : Multitenancy
🟡 Platform : Multitenancy
Managed by Deeplink
Private Cloud
The entire stack is isolated and reserved exclusively for you. You get a 100% private, turnkey environment with no resource sharing, while leaving the management to Deeplink.
🟣 IA: Model 100B and GPU RTX6000 PRO
🟣 Infrastructure : Dedicated
🟣 Platform : Dedicated
Managed by Deeplink
onPremise
A complete infrastructure hosted on your own premises, under your full control. The hardware is located on-site, in your data center. You have full physical and logical control over the entire environment
🟣 IA: Model 100B and client GPU
🟣 Infrastructure : Dedicated
🟣 Platform : Dedicated
Managed by client
Administrations with heightened sovereignty requirements choose the on-premise model: the hardware is installed on their premises and no data passes over the internet.
What Deeplink brings to a public administration
Deeplink brings together five tools in a no-code interface that the administration manages itself, without developers.
- Internal GPT. A private conversational assistant, powered by the administration’s own documents and available to staff.
- Smart search. Natural-language search across internal directives, regulations and procedures, with sources displayed.
- Meeting minutes generation. Automatic transcription and formatting of council and committee meetings from a recording.
- Citizen chatbot. A public assistant available around the clock that answers residents’ frequent questions and reduces incoming call volume.
- AI agents. Automation of repetitive business processes, with every action traceable.
Public administrations using Deeplink
The Canton of Vaud uses a Deeplink assistant for its Directorate General for Compulsory Education, answering teachers’ questions about school directives and procedures.
The Morges Regional Police provides a Deeplink citizen assistant available 24 hours a day, covering 40 administrative topics.
The City of Morges, Lausanne Public Transport and Lausanne Industrial Services are also among the organisations using Deeplink.

“The collaboration with Deeplink has been excellent. It is very satisfying to have a tool that offers added value for our audience. It is also a fine demonstration of local expertise. Finally, Deeplink’s philosophy is in line with the values of a public authority such as ours”
Mr Patrick Le Fort
Communications Officer for the City of Morges
